Every seventh year is a ‘land rest’ called a sabbath or shmita year.
A ‘week of years’ is not just any 7 years, it’s a group of 7 yrs, in which the ‘seventh year’ is a sabbatical or shmita year.
7 weeks of years is called a jubilee cycle. It’s duration is 49 years long, but it has a superimposed year overlapping the second half of the last year, the 49th year, and the first half of the first year of the next jubilee cycle, tying them together.
Jubilee years begin and end on Yom Kippur, the tenth day of the seventh month, on the Torah calendar. That’s in the Fall.
It’s comparable to a three semester college ‘year’ beginning and ending in September, although the ‘school year’ overlaps two years of the January to January year Gregorian calendar.
